Investment Enhancement Fund / SME Fund

These are Objective 1 funded grant schemes co-financed through the DTI's Regional Selective Assistance (RSA) scheme.

The schemes provide discretionary grant aid which gives assistance towards projects which meet the criteria outlined below. As the schemes are co-financed by RSA, they follow the eligibility rules for RSA (see above).

Additional grants providing up to 35 per cent of capital costs (and 50 per cent of revenue costs for SMEs) can be given to companies through:

  • contributing additional resources to projects receiving RSA grant (the average of which is 15-20 per cent of capital costs) where these projects have a broader impact than would be supported by RSA.
  • provision of support to projects not eligible for RSA (perhaps where the jobs yield is low in relation to the level of capital expenditure) but the impact for South Yorkshire is great in terms of R&D or innovation, sufficient to warrant public sector support.

To qualify for funding from these schemes, companies must operate within one of the following sectors:

  • High Technology Services (Digital/ICT)
  • Advanced Manufacturing
  • Biosciences
  • Environmental Services
  • Cultural and Creative Services
  • Business and Financial Services

Eligible expenditure includes:

  • Capital equipment and machinery toup new
markets for new products and/or services (including IT)
  • R&D
  • Consultancy support
  • Development of links with universities

Non-eligible expenditure includes:

  • Buildings (covered by RSA or Enterprise Grant)
  • Training (covered by other funding schemes)
  • Relocation (the grant is for expansion only)
