The
most recent data available indicating non-native English speakers
is the 1991 Census data for residents born outside the United Kingdom
(UK). There are two key issues that temper the use of this data:
the age of the information and the fact that it does not take into
account the numbers of UK born residents with foreign language skills.
However, this information does give an impression of the potential
language skills present in the population. The Census 2001 data
will be released beginning December 2002.
In
Y&H in 1991 there were 207,303 residents born outside the UK, 4.3
per cent of the population. The largest population groups (excluding
the English speaking countries such as the USA) are as follows:
